Population reconstruction and dynamic population projection

Runs the population reconstruction model (PRM) to create a synthetic individual-level population and then projects the population through a number of years. This is still in progress, results cannot be made public yet.

SimulatedYears	The number of years to simulate
RegionName	The population file to simulate. This can either be a known population file created earlier (e.g. '00DAXP01') or the output from another service which creates a popualtion file (e.g. the PRM service).
